Vallejo Police Chief Shawny Williams says he "can't change past but can impact future". Vallejo police department has the highest ratio per capita in police shootings (Northern CA) per NBC Bay Area Investigation. City Manager Greg Nyhoff seems unsure if his police killing blacks is really problematic. Williams serves at Nyhoff's pleasure. I hear code talk; doublespeak by this new police chief. According to some of the family of Willie McCoy, with whom I've spoken, retaliation and arrests by Vallejo PD continue and Chief Shawny Williams has not reached out to the family regarding their concerns.

Bessner was later convicted of involuntary manslaughter and his partner Ethan Berger fired as Michigan State Trooper.
